The memoranda confirm the Obama Administration’s immigration policy to focus immigration enforcement efforts on persons convicted of serious criminal offences and terrorism It is too soon to tell how the new guidelines will be implemented and it is important to understand that each case will be considered individually. These and similar policy guidelines are not binding on the Government and do not constitute any type of immigration reform which can only come about by legislation enacted by the Congress.
