The President's announcement on Executive Action provides new opportunities for potentially millions of persons who may be eligible for work permits. Persons without legal status who have been living in the shadows be able to avoid or delay action on deportation. The President's action is a helpful start and will provide some immediate benefits. It does not address many of the most complex issues relating to immigration status which may only be resolved through Congressional Action.
